Role Summary:
The CTPHQ Op R Mission co-ordinates and develops new strand functions to enable Counter Terrorism Policing (CTP) to build national capability to conduct specialist investigations and meet the threat against the United Kingdom and her interests.
The Op R -Mission Office & Capability Development role-holder takes the lead role in working across the CTP network, offering specialist knowledge and advice, to enable and drive improvement in standards by ensuring legal compliance with legislation such as; National Security Act 2023 (NSA), Schedule 3, Counter-Terrorism and Border Security Act 2019 (CTBSA), Freedom of Information Act 2000 (FOIA), Protection of Freedoms Act 2012 (POFA). The role also requires the development and de-confliction of complex mission specific management policies and guidance in accordance with those created by other areas of business within CTP, wider Law Enforcement Agencies and United Kingdom Intelligence Community (UKIC) network.
The role-holder undertakes key activity on behalf of CTP senior leaders, taking ownership of Op R related strategic issues, researching and producing briefing notes and policy changes for their approval.
Key Responsibilities:
- Lead a quality assurance, inspection, and review function in respect to Schedule 3 CTBSA 2019, to ensure accuracy and compliance, promoting and maintaining the integrity of operational activity through an independent and objective process.
- Lead an oversight and monitoring regime to ensure that legislative requirements are adhered to, including guaranteeing that all Investigatory Powers Commissioner’s Office referrals are completed accurately, are compliant with statutory obligations, and that all enquiries from key stakeholders, including UKIC, CT Borders, and Home Office are addressed promptly and appropriately.
- Ensure that representations made by Senior Investigations Officers or their legal teams are responded to, to a qualitative standard and in line with statutory requirements and timeframes.
- Oversee the development and implementation of Op R specific policy and guidance within one of the most challenging, complex, and sensitive areas of policing. With responsibility for developing, reviewing, and maintaining organisational guidelines and procedures to ensure compliance with legal and regulatory requirements. This role focuses on creating clear, concise, and actionable guidance related specifically to the NSA 2023 and ways of working within the new legislation, supporting operational resilience and transparency.
- Draft and maintain Op R specific guidance aligned with organisational objectives and best practice, developing protocols for critical incident response and integrating consequence management into operating manuals and business continuity plans.
- Work with the Mission Policy Lead (Band A) to record and communicate effectively to all relevant parties and stakeholders and present updates to the senior governance boards (Programme/Mission/Delivery).
- Work with the CTP Organisational Development Unit to design learning packages for continuous professional development and to update modules in areas such as Retain, Review and Dispose, Investigatory Powers Commissioner’s Office processes and FOIA/POFA compliance to ensure that Op R related activity is underpinned by the latest policy and guidance in this field.
- Provide advice relating to the review and potential financial uplift for capabilities operating in this evolving area of business across the CTP network. Ensuring readiness to meet evolving threat and risk.
- Lead a project benefits realisation process to identify and measure the tangible and intangible outcomes of various activities in this field and ensure that goals and objectives are achieved.
