Job Summary
The Counter Terrorism Policing Headquarters, on behalf of government and the National Police Chiefs’ Council (NPCC), ensures that the CT network has the funding, capabilities and resources it needs to deliver CONTEST effectively and to keep people safe from terrorism. It does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially, the HQ represents CT Policing’s interest within government and with wider stakeholders – ensuring that the policing contribution to CONTEST is both understood and appreciated.
Counter-Terrorism Policing (CTP) is revolutionising the way it uses data, analysis, research and technology. We have established a principal overarching strategy for Data and Analysis in CTP under a new Director. We are now creating a set of new functions and teams to develop advanced data and analytical capabilities and services to support the national CT Network. These functions report into the Director through four lead roles; Head of Data (Chief Data Officer), Head of Analysis, Head of Data Science and Chief Scientific Officer (CSO).
Job Purpose
Counter-Terrorism Policing is revolutionising the way it uses data, analysis and technology. We have established new strategies for Data & Analysis and for Information & Communications Technology. We are now creating this new Head of Research role to establish our wider research and innovation strategy and to set the direction for future development within the wider NS ecosystem.
The role will be responsible for setting direction and strategy for CTP R&D S&T Integration, with a clear implementation plan, performance metrics and governance structures. The role will work with the Chief Scientific Officer in building robust avenues of technology uptake within CTPHQ and across the CTP network.
Key Tasks
The post holder will be required to do the following:
- Develop pathways and procedures that will promote strategic uptake of R&D deliverables.
- Make strategic decisions on the deployment and embedding of innovation output in CTP capabilities.
- Develop and execute a full innovation-to-deployment strategy within CTP
- Co-create and implement a CTP R&D innovation strategy
- Work with CSO in building a central CTP Research and Innovation team
- Evaluate and harness national and international capability for cutting-edge applied innovation
- Work with other CTRL Heads and their staff to deliver day-to-day outputs from current and developing research projects
- Establish strategic coordination of CTP research activities with UKIC and policing
Key Skills
This is an exciting and challenging role and enables the post holder to be at the core of the new R&D function being established at CTP.
Knowledge
- Expert-level depth and breadth understanding of the Innovation landscape and experience in the delivery of research-led innovation for immediate deployment or uptake.
- Academic background or qualifications in relevant STEM domains.
- Advanced technical expertise or extensive experience in at least two other relevant research, science or innovation domains.
- Experience in stakeholder management and the ability to translate end user needs into relevant R&D requirements.
- Excellent working knowledge of IT/digital applications required for communication and collaboration.
Skills
- Strategic vision: The post-holder will co-create and co-own, with the CSO, Head of Research and Head of Innovation, the overarching S&T delivery strategy for the Counter Terrorism Research laboratory within CTP. This will require advanced analytical skills, deep understanding of relevant innovation domains and the ability to effectively deal with CTP’s stakeholder community and our vendors to translate operational requirements into effective and efficient research and Innovation activities and guide their results towards user-friendly technology.
- Technical leadership: Expert skills in deriving non-technical ‘mission’ or outcome-driven business requirements and translation to a clear and actionable innovation and development plan. Ability to apply their knowledge and experience to inter- and intra-disciplinary activities for the delivery of targeted innovation.
- Strong organisational skills: They will be able to manage multiple, at times conflicting priorities and work streams whilst reprioritising to deliver high quality results at pace.
- Excellent interpersonal skills: They will need to be skilled at building positive trusting relationships with a range of stakeholders at all levels of authority or seniority and across organisational boundaries and collaborate effectively with others to build rapport and influence outcomes.
- Time and Resource management: Expert skills in managing their time and leveraging resources towards the success of their team.
Other experience
- Proven ability to lead cross-functional teams, ideally gained within a large government organisation or industrial entity.
- A proven record of building, motivating and leading high performance teams against a complex and challenging corporate agenda delivering quality outcomes to meet strategic objectives
- The ability to balance risk and innovation in trialling new ideas or translating insights into actions.
- Experience in developing business cases and managing the approvals by governance boards.
- Knowledge of product management and how to embed a product approach in teams and organisations.
- Experience of using influencing, negotiating and persuasion skills in collaborating, with a track record of delivering change and exceptional customer service through others.
- Ability to respond flexibly to change and ambiguity, being confident in operating in both strategic and operational environments
Desirables
- Deep understanding of the UK and international scientific and technical community, including familiarity with industry commissioning and transfer agreements/protocols.
- Advanced understanding of the R&D Innovation process and the ability to see the bigger, organisational wide, picture.
- Good knowledge of, and experience in innovation funding initiatives and evaluation processes therein.
- Previous line management responsibilities and knowledge of Personal Development schemes
- Critical and creative thinking: They will need the ability to creatively source evidence and form reflective well-informed judgements.
- Negotiation and Influence: The post-holder will need to engage with and influence senior leaders in the CTP Network. They will have ownership of the S&T delivery part of the CTRL strategy and as such will be called to make decisions on deployment and uptake and present these to CTP boards when necessary.
- Leadership and management: The post-holder alongside the Head of Innovation and the Head of Research must assist the CSO in building a high-performing R&D team.
- Technical Partnering: The post-holder will need a solid understanding of leading and executing R&D projects through various contracting frameworks used by CTP and in other Government Departments.
- Demonstrable experience of creating a strategic vision, formulating strategy and initiating programme delivery, with effective performance monitoring, control and oversight.
- Experience of influencing senior leaders and officials nationally and/or internationally to realise organisational, joint and national objectives.
- Ability to understand, explain and navigate ethical issues in relation to science and technology within the policing and national security domains.
- Experience in motivating a team, managing conflict, engaging with stakeholders and sharing a vision.
- Experience of delivering technology or data projects by setting clear goals and monitoring progress.
