The Strategy, Planning and Performance Pillar (SPP) is a diverse and multi-skilled team that sits in the heart of the CTP Headquarters. We ensure that Counter Terrorism Policing has effective strategies, policies and plans in place, along with the capabilities it needs to keep the UK and its interests protected.

Aligned to the government’s CONTEST and other National Security Strategies, we set out clear strategic direction, ensuring that CTP remains able to adapt to fast-evolving threat landscapes and keep the public safe. We deliver and assure this by establishing clear implementation plans with performance metrics that are monitored and delivered through effective governance structures.

The Strategy and Policy team is a hybrid of civil servants on secondment and expert police staff. The team is high-performing, ambitious and inclusive; it is the ideal place for existing or aspiring policy and strategy professionals to make a real difference, and develop their careers within an operational policing environment. This position provides a rare opportunity to gain experience of the national CT Policing Network and wider security partners.

In this role, you will gain unrivalled exposure to the national CTP Network, wider policing structures, and the partnerships that sit across UKIC and Whitehall. You’ll work directly with senior police officers and senior leaders across CTPHQ, government departments and security partners, helping to craft strategy, shape policy, and provide clear, authoritative advice on some of the most pressing issues in national security.

You will play a central role in strengthening CTP relationships across government departments, law enforcement and security agencies – including but not limited to Homeland Security Group, UKIC and frontline policing. You will be expected to understand the challenges, consequences and opportunities of proposed changes in Government policy and legislation, articulating a clear CTPHQ position that meets the operational requirements of frontline CT officers. You will ensure that the CTP view is heard and understood in relation to key issues affecting the CTP network, and influence and negotiate on behalf of CTP in respect of strategic challenges, priorities and delivery, doing so confidently with senior stakeholders.

Responsibilities

Key Tasks

  • Provide expert policy advice to support effective, informed and coordinated decision-making.
  • Proactively seek to determine the challenges, consequences and opportunities of proposed changes in Government policy and formulate a clear CTPHQ position.
  • Identify the critical issues for CT policing, clarifying the understanding for seniors and making pragmatic decisions based on available evidence.
  • Lead and represent CTP in policing, national security and cross-government partnerships on your specific CT policy area, and other policy and strategy matters, including in relation to our other national security missions.
  • Ensure that customer expectations are met or managed and that external pressures and priorities do not compromise CT policing objectives.
  • Produce timely and high-quality briefings, letters, presentations and updates for and on behalf of CTP senior leaders.
  • Support governance processes as required, which may include formal and informal support for Boards.
  • Updating and responding to Home Office and wider government requests on operational information as part of SPP’s on call roster, and in response to any incident as part of the crisis management response.
  • Line management of a Band C Strategy and Policy advisor
