Information about the role

As a Counter Terrorism Security Advisor (CTSA) you will provide specialist advice on all aspects of Counter Terrorism Protective Security in conjunction with H.M. Government’s Contest Strategy (Protect and Prepare), through the completion of national tasks and work streams authorised by the Association of Chief Police Officers (Terrorism and Allied Matters) , ACPO TAM and the National Counter Terrorism Security Office (NaCTSO).

The role involves a regular level of tactical and strategic engagement with partner organisations, using professional judgement to deliver long-term projects, working under their own initiative and on occasion with minimal direct supervision, to improve security levels and preparedness of sites to deal with terrorist activity.

There will be a requirement to travel throughout the West Midlandsand Staffordshire regions for which a pool car or travel allowances will be provided. This may involve frequent visits to sites and locations which present a potentially dangerous and physically demanding environment.  A full UK driving licence will be needed.

The role will require flexible working hours and out of hours working to possibly include weekend cover taking into account individual circumstances.

 

Responsibilities 

  • To improve security levels and preparedness of sites to deal with terrorist activity to save lives and protect the public.
  • To conduct detailed and technical Counter Terrorism (CT) security surveys to national standards across a range of potential targets including Venues and Public Spaces, sites holding Hazardous Substances, National Infrastructure or specific domestic dwellings.
  • To provide appropriate and proportionate security advice across the range of targets, partners and in respect of methodologies.
  • To influence implementation of mitigation of the vulnerabilities identified by advising at tactical and strategic levels and make recommendations around use of budgets.
  • To work with a wide range of partners to improve their protective security stance. This can include engaging with the public, private industry, local Government, Local Authorities and other partners.
  • To deliver national training products and where necessary, develop localised packages that will provide learning and improve awareness of, and response to, CT threats.
  • To proactively identify and engage with key stakeholders and opportunities to progress the Protect and Prepare strands of Contest.
  • To provide specialist on-the-ground tactical advice, as to the appropriate standard of mitigation for a wide range of attack methodologies and identify most likely threats from a range of terrorist organisations and hostile states.
  • To provide mentoring and quality assurance functions for new CTSAs during their 2-year training pathway.
  • To maintain competence through CPD to ensure up-to-date and detailed knowledge of threat group, methodologies, mitigations and international current affairs that influence local threats.
  • To maintain auditable records of advice given, engagement with partners and decision making made for use in inquest should an attack occur.
  • To represent the Force, CTPWM or National CTSA Network as required.
  • To prioritise own workload on a daily basis and competing demands.
  • Any other duties commensurate with the role and band/grade.
