Information about the Role
The post holder will be responsible for working with the Senior Finance Business Partner to deliver and embed a co-ordinated finance business partnering function for CT Policing, aligning counter terrorism financial activity extended across four board areas in support of the Government’s National CONTEST strategy.
These are:
- Counter Terrorism (CT) Policing (including Protective Security (PS) and Domestic Extremism)
- CT Policing within the Metropolitan Police Service
- Specialist Operations Business Group within the MPS; and
- Individual Operational Command Units within Specialist Operations.
Main areas of delegated responsibility will fall across the following strategic and functional areas:
- Finance Business Partnering;
- Finance management, audit and assurance;
- Financial Planning and support of the CT Capabilities;
- Finance project support;
- Commercial finance and third party contract support;
- CT Policing Grant management and allocation; and
- Protective Security Grant management and allocation.
Responsibilities
- The Finance Business Partner will support the Senior Finance Business Partner (working alongside operational and non-operational colleagues throughout the MPS and the distributed National CT Policing network) to ensure that CT Policing achieves value for money and maximises value from the services it delivers whilst meeting the needs of the Business. By providing appropriate support, insight, challenge and direction at an operational level, including modelling options, to identify and deliver the optimum solutions to maximise value for money (VfM).
This will include:
- Building relationships with business areas, service delivery leads and external partners, ensuring that the CTP HQ Finance function works effectively and efficiently within CTP HQ, the MPS, the Specialist Operations Business Group and across the CT network.
- Supporting capability leads, influencing managers and leaders and providing robust financial analysis to support decision-making and deliver value for money for the MPS and CT Policing as a whole.
- Identifying key risks and opportunities affecting CT/PS objectives through timely analysis regarding actual results and forecasts, proposing options to ensure the organisation achieves its operational goals, whilst continually reducing costs and improving performance.
- Supporting the Senior Finance Business Partner with the design, build and maintenance of costing models that address structure and service issues. The analysis should address the commercial needs of the business and focus on identifying areas of improvements, controlling spend and continually analysing critical categories of expenditure in order to help implement the financial strategy.
- Supporting producing the national budget and strategic planning process for both the Counter Terrorism (CT) Policing Grant and Protective Security Grants. This will include maintaining and updating the Medium Term Financial Plan and reviewing the financial implications of funding bids submitted to the Home Office for new initiatives/unplanned operations, that arise in year. Working with MPS Corporate Finance as necessary;
- Partnering existing and emerging change projects and programmes, including supporting the production of business cases, financial assurance and advice;
- Monitoring expenditure and income, ensuring the production of quality management accounts and reporting for both internal stakeholders across the network and external third parties. Liaising with FBPs throughout the MPS and Shared Service Centre colleagues as necessary;
- Ensure value for money by seeking commercial opportunities including income generation and cost recovery where appropriate.
- Supporting the production of regular financial management information on CT Policing and Protective Security Grant, including Efficiency and Change Projects, to key stakeholders.
- Working collaboratively with all CTP HQ Pillars, including the Human Resources function (in support of workforce planning), Strategy Planning and Performance, Change, ICT, Commercial and National Business Managers;
- Attending meetings as appropriate with OCUs, CTPHQ Pillars, MPS Support Services, MPS Corporate Finance, CT Network etc.
- Monitoring SSCL transactional services and interrogating MPS systems as necessary.
- Providing support for ad hoc projects including support for business planning, assessing investment business cases and reviewing contract bids.
