Information about the role

Our 950 staff work to the Government Contest agenda of Prevent, Protect, Prepare and Pursue. We use a functional model with Senior Responsible Officers, line manged by the CT Head, leading areas of Investigations, Intelligence, Business Services, Borders, Special Projects, Prevent and Change.

Outside of London the NW is one of the busiest CT areas in the country. We encompass the conurbation of Greater Manchester, the cities and towns of Liverpool, Preston and Blackburn as well as more rural locations in Cheshire and Cumbria. Responsibilities 

  • To provide operational direction and leadership across the North West region in relation to all aspects of work under the remit of the CTPNW and as directed by the Senior National Co-coordinator (CT) and the ACC CT and the National Police Chiefs Council (NPCC) Management Board.

 

  • Maintain a regional strategic and tactical overview of the threat and risk, any mitigating measures, and the identification of any gaps in response or knowledge.

 

  • Develop and maintain relationships with key external partners and stakeholders, particularly the NW Forces, NW Region, and the Security Service, to ensure the effective delivery of and operational response to, the four strands of CONTEST.

 

  • Provide a regional overview on specific operational matters to the CC, SNC (CT) and ACC North West Regional Lead.

 

  • Act as the primary point of liaison with the Security Service in the region.

 

  • Ensure that CTPNW have a skilled workforce and monitor the establishment vs actuals to ensure effective resilience.

 

  • Lead national CT thematics and projects/programmes as directed.

 

  • Manage the performance of CTPNW against key objectives, reporting regionally and nationally to stakeholders.

 

  • Embrace and embed organisational learning to ensure a culture of continual improvement.

 

  • Track, monitor and manage organisational risks for CTPNW and escalate as needed.

 

  • Set the strategic direction for CTPNW through the development and implantation of the CTPNW Business Plan, ensuring this is communicated effectively to all staff to drive operational activity and continuous performance.

 

  • Ensure that plans and preparations are in place to provide an effective response to relevant terrorist incidents in the NW, nationally and overseas.

 

  • To lead dynamic major terrorist investigations utilising all available resources, ensuring effective

command and control measure are in place and scrutiny of actions and decision-making records. Develop strategic responses to the threat, risk and vulnerability from terrorism with Partner Agencies and provide the conduit into External Agencies – ensuring the early identification and mitigation of emerging threats to National Security and British interests overseas.

 

  • To work effectively and collaboratively with a broad range of partners, nationally and locally to develop and evaluate proactive intelligence gathering, investigation of acts of terrorism and protective security measures.

  Perform the role of GOLD when required to do so on behalf of the ACC CT.

 

  • Undertake regular CTPNW Senior Officer Cover acting as the Senior CT Lead for operational policing matters and strategic CT coordination for such matters affecting National Security and CT Incidents. The Senior Officer role will make initial assessment, take command and control of the incident, manage the risk, threat and harm associated with it as well as considering the potential for further national & spontaneous inspired attacks, international victims, the need to dynamically respond to developing events, to proactively mobilise key CTPNW functions and brief key NW Regional stakeholders.
  • To lead the CTPNW Senior Leadership Team to develop and deliver strategic and tactical Police and Partnership responses to international, national, regional and local terrorist or extremist events.

 

  • To work with Government Departments, and the NPCC on behalf of the North West Chief Constables and the Senior National Coordinator on the development and improvement of National Policy, strategy and tactical options in the mitigation of the threat and risk from terrorism in the UK and overseas.

 

  • To have a detailed understanding of international, national, regional and local threats from Terrorism to ensure that NW Forces are delivering strategic and tactical options to protect local communities and vulnerable individuals.

 

  • Be responsive to change; focused on driving progress using creativity and innovation to enable the continuous reduction in the threat from terrorism and allied matters in the North West.

 

  • Manage teams and individuals to agree short, medium and long-term objectives, develop associated plans, and monitor and evaluate performance to ensure that national objectives are achieved. Use continuous analysis of threat and risk alongside performance information to deploy human resources effectively to mitigate the terrorist threat.

 

  • Ensure that all team members are aware of health and safety requirements, continually seek ways to improve the work environment and take effective action in response to breaches in health and safety requirements.

 

  • To maintain a robust compliance and standards regime within the broader estate of the CTPNW in relation to protective security of our personnel, IT, assets, and accommodation.

 

  • In compliance with the Code of Practice on Management of Police Information 2005, Data Protection Act 1998, and the Freedom of Information Act 2005 to take ownership of and ensure clear guidance, processes and procedures exist for managing information held in those systems for which the post is designated as Information Asset Owner.

 

  • To undertake regular testing and exercising with key partners.
