Information about the Role
The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced, therefore change is at the heart of CT. Working within CTPHQ, the Portfolio Planning & Resourcing Lead is part of the Change Pillar. The Change Pillar within CTPHQ is responsible for overseeing change activity across the CT Network

Working within CTPHQ Change Pillar, the Portfolio Planning & Resourcing Lead will be responsible for the day-to-day ownership and implementation of the approach, product sets and standards to manage project, programme and portfolio plans and resources across the national and London Counter Terrorism Policing Headquarters (CTPHQ) Change Portfolio of projects and programmes.

Job Purpose
The role oversees all national and London CT & PS portfolio, programme and project planning, scheduling and resource planning. This involves maintaining effective planning and resource management approaches and processes, enabling effective decision making at all levels and liaising with senior stakeholders across change, in particular key enablers across the national and London CT & PS change portfolio to ensure a holistic approach to planning and resource management, ensuring the right resources are available to effectively deliver the Change Portfolio and projects forecast activity with robust, realistic and well-managed schedules.

Key Responsibilities
Key responsibilities for the Portfolio Planning & Resourcing Lead are:

Leadership:

  • Lead by example in creating and embedding an inclusive team culture in the specialism where everyone understands their role in delivering CTPHQ’s portfolio of change.
  • Ensure the team is resourced with people who have the required skills, experience and motivation to do their roles effectively.
  • Role model expertise and provide development to Band Cs to deliver best-practice support to the portfolio.

Portfolio Management:

  • Ownership of the national and London CT & PS portfolio plans, managing the sequencing of key change programme and project activities and deliverables, and ensuring that all milestones and internal and external dependencies are identified, logged and monitored, and that resources are appropriately forecast and assigned to enable project/programme delivery.
  • Lead the Portfolio Management Planning & Resourcing function by applying advanced knowledge in the technical/professional discipline of planning and resourcing, across the portfolio, providing meaningful insights and challenge to senior leadership

Centre of Excellence:

  • Lead the Planning and Resourcing Centre of Excellence function
  • Own the Centre of Excellence development roadmap for the planning and resourcing specialisms and lead on the continuous improvement of Portfolio Planning and Resourcing practices
  • Lead and manage the creation, continuous improvement, and consistent use of planning and resourcing tools, templates and processes across the portfolio, setting and communicating processes, embedding best practice techniques and standards

Skills

  • Leading on PPM Planning, Scheduling and Dependency Management
  • Leading on PPM Resource Management (including managing demand and supply, resource planning and forecasting, tracking and prioritisation)
  • Highly competent in collecting and analysing quantitative and qualitative data to judge progress of the plan, milestones and objectives to support effective decision making and enable appropriate allocation of resources to deliver change portfolio

Essential Experience  

  • Experience of senior management within a complex change portfolio
  • Experience of influencing, negotiating with, and providing challenge to director-level stakeholders
  • Experience of managing a team, setting a collaborative culture, building capability and creating an environment of continuous learning
  • Demonstrated experience of supporting people with limited knowledge of effective programme or project planning and portfolio resource management.

Desirables  

  • Previous experience of working in (local) government, a security agency or policing.
  • A clear understanding and knowledge of CT Policing including its London (MPS), National (UK Force wide) and international responsibilities; including a clear understanding of CT Policing relationships to Government, security and intelligence agencies and legislative process including their governance arrangements desirable.

Qualifications

Essential:

Experience within areas outlined will also be considered should the essential qualification not be met. We will provide training for the successful candidate.

  • Project Planning & Control: Practitioner and/or recognised industry equivalent qualification
  • Advanced MS Project
  • Managing Successful Programmes: Practitioner

Desirable:

  • P3O Certification (Portfolio, Programme and Project Offices): Foundation
  • Management of Risk (M_O_R): Foundation
  • PRINCE2:Foundation
  • Management of Portfolios: Foundation
  • Prince2 Agile: Practitioner
